Who collects the data?

The type of data that needs to be collected will logically determine who should collect it. In reality, it may be that the availability and expertise of the collectors will also influence the sort of data to be collected and how this is collected.
The list of people and agencies identified under “Who is involved” in evaluation will provide a starting point. However, many of those on the list, whilst they can act as data sources, will not have the time or resources or skill to actually collect data. Pragmatically, this will usually focus on the project staff, the internal and external evaluators and the people responsible for internal and external monitoring.
The key issues are:
  • Have the ‘collectors’ the skills and competence to undertake the data collection and do their limitations invalidate the data collection tools? (For example, conducting unstructured interviews or focus groups is a skilled activity, handing out tick box questionnaires is not).
  •  Have the issues surrounding access, confidentiality and ownership been agreed?
