Knowledge and practice in evaluation

The Capitalisation and Evaluation Research Network (CERN) network, funded by the European Commission Leonardo da Vinci programme, is committed to the idea of evaluation as structured and skilled intervention in the cycle of project planning, implementation and review, which adds value by providing feedback, offering alternative interpretations, challenging assumptions and helping stakeholders make judgements about the effectiveness and impact of their policies and practices. In this context, it is essentially a diagnostic and developmental process, the aim of which is to maximise the collective learning of the organisation and the wider community and improve quality in the future.

The CERN Training Programme

One of the activities undertaken through the CERN network was the development of a training programme for evaluators. This section of the Evaluate Europe Web site provides full access to the training programme.

Approach

The material in the programme should suffice for a trainer to manage a series of training sessions on evaluation.

Each topic is self-contained. However, there are considerable benefits in running them in a certain chronological order. This applies to the first 8 topics.

Each topic contains a brief section Approach, which summarises the topic and suggests the trainer’s approach to it.

Thereafter each topic follows a logical order.

There are hand-outs for each topic and a number of short references, which can also be used as handouts, if deemed appropriate. Some of the specified hand outs are copies of short articles themselves.

The material can be used for audiences with little knowledge of evaluation, or for those with considerable experience. The use of detail and supporting material would be different in each case.

The topics can be split giving delivery in two or more sessions. The level of detail and time available would determine this.

There are 11 topics.
