Evaluation as a tool for producing 'Order' in a learning economy

This paper discusses the challenges that the new learning economy and the different and disparate actors in the VET field pose for evaluation. In particular, we are looking more closely at two issues. Firstly, what kind of values lie behind the current field of VET evaluation and secondly, the problem of reconciling or accommodating the often conflicting aims of different actors in the hierarchy of the VET system. We also propose to look at evaluation as a tool for producing “order” into learning economy, using the evaluation of  VET in Finland as an example to illustrate the different evaluation values, aims and tools in context.

Towards a General Theory for Evaluating Innovation in SMEs

The paper looks at existing work in the field and offers a typology of different strategic approaches to evaluation. The typology is based on learning theory and includes a framework for mapping learning styles to evaluation focus and methodology.  This is offered as a contribution towards a more general theory of evaluation which is applied to the problem of evaluating innovation in SMEs.  The future agenda for work in this area involves a need to develop a new and broader knowledge base about the processes of evaluation, a need to raise awareness of the existing knowledge base and to invest resources into developing evaluation as a legitimate area of academic study and specialist practice.

Change in VET: A Systems’ Approach

This paper emerged from the work of the European VET Research Forum which several members of CERN are part of.  It is included on the CERN web-site as it has contributed to the knowledge to formulate evaluation criteria for changes in VET-systems. The design of VET for the knowledge economy involves not only reorganisation of the course supply but also a redesign of the fundamental processes and culture.  Changing VET and its evaluation has to be directed simultaneously on all the levels involved. The paper provides examples of changing systems in Denmark, Romania and the Netherlands and discusses what criteria can be used to evaluate these systems.

Evaluation Cultures in Portugal

The paper shows how evaluation issues are seen and understood in the Portuguese Vocational Education and Training system.  It aims to show what assumptions underlie evaluation practices followed in the Portuguese VET system.  More specifically, the paper tries to show the state of the Evaluation Culture linked to the Portuguese VET system. The increasing awareness of most of the people involved in VET concerning the relevance of the role of evaluation in improving the effectiveness of the VET System in Portugal is very visible but we cannot speak of an evaluation culture.  Lately there has been a growing concern with the role of evaluation strategies as a means for improving the effectiveness and quality of VET.  It should be noted that the role that evaluation has been called on to play in the last few years in Portugal, constitutes beyond any doubt, one of the most interesting innovations in the VET domain.

Two ‘Faces’ of Evaluation

One of the crucial issues important for the project successes are the evaluation criteria. Though evaluation criteria to be credible they should be jointly selected in accordance with stakeholders opinion and should fit the goals of the project.  This paper presents a model of evaluation criteria  applied to different stakeholders.
