Change in VET: A Systems’ Approach

This paper emerged from the work of the European VET Research Forum which several members of CERN are part of. It is included on the CERN web-site as it has contributed to the knowledge to formulate evaluation criteria for changes in VET-systems. The design of VET for the knowledge economy involves not only reorganisation of the course supply but also a redesign of the fundamental processes and culture. Changing VET and its evaluation has to be directed simultaneously on all the levels involved. The paper provides examples of changing systems in Denmark, Romania and the Netherlands and discusses what criteria can be used to evaluate these systems.
