Evaluation as a tool for producing 'Order' in a learning economy

This paper discusses the challenges that the new learning economy and the different and disparate actors in the VET field pose for evaluation. In particular, we are looking more closely at two issues. Firstly, what kind of values lie behind the current field of VET evaluation and secondly, the problem of reconciling or accommodating the often conflicting aims of different actors in the hierarchy of the VET system. We also propose to look at evaluation as a tool for producing “order” into learning economy, using the evaluation of  VET in Finland as an example to illustrate the different evaluation values, aims and tools in context.
