Evaluate is a set of web-based collaborative tools designed to facilitate formative and participative evaluation of projects and programmes. Project participants and evaluators are guided through a three stage procedure, first agreeing on the different aspects of a project which should be evaluated, secondly weighting the importance of each aspect and finally scoring their performance on each aspect.
