Performance criteria define the parameters of the performance indicators and the conditions under which they are valid or can be counted.For example, we suggested a measure of student satisfaction on a learning programme might be:
Completion rate / Enrolment rate
However, this generates questions about the criteria associated with “completion”. For example, a training programme to improve employability may want to discount a student who does not complete because they have moved into employment. Students not completing because of circumstances beyond their control e.g. ill health, geographic relocation and so on may need to be excluded.
Similarly, a performance indicator for a project to design and launch a web site might simply be the number of ‘hits’. In setting up the performance criteria the following issues would need to be taken into account.
- What is a ‘hit’ – does it include random accidental hits?
- Does the duration or frequency of hits matter?
- Are repeat hits by the same user recorded differently?
- Is the number of pages accessed relevant?
In many cases, the performance indicators will be specified by other agencies; the performance criteria rarely are.
When designing performance criteria it may be helpful to consider whether the following are important considerations:
- Is there a ‘perfect set’ of conditions?
- Are exceptions allowed?
- Under what circumstances?
- Do the criteria need to specify / define quantities, maxima and minima, qualities, timescales, comparisons, operating environments?
